Individual rights guarantees protecting citizens from Congress was the price the Federalists had to pay for the Anti-Federalists to agree to ratification of the Constitution. The first ten amendments to the Constitution, the "Bill of Rights", repeatedly pronounce "Congress shall make no law" respecting one or another subject of individual rights. In many states, the Anti-Federalists were so strong that there could not have been political peace without these inducements to get substantial majorities in sincere support for the new nation. To make sure, Washington appointed an Anti-Federalist, Edmund Randolph as his Attorney General. That is, the legal officer of the US government was someone who was known to be fearful of too much power in the US government.
