Walmart does have a job fair. According to their sites. they should be having one in a local walmart or college nearest to you. most of the stores posted their job fair at the entrance of the store.
There is no history of target having a job fair in the past. If you are interested in a job at target you can apply on their website or go inside and apply for a job.
