The Temple Mount is there, it's the Third Temple that would potentially be built. However, it is not currently possible to rebuild, because the 3rd holiest site in Islam (the Dome of the Rock) is located on that spot.

Furthermore, many Orthodox Jews believe that the Temple cannot be rebuilt until the messiah comes. Additionally, it is against Israeli law to make any attempt to start building the Third Temple.
