Yes and no. If you have been corresponding for a long time 'dearest' can be used even for old and dear friends. It depends on how he signed the letter off. Perhaps 'sincerely', 'your friend ___' yours truly'. If he signs it with 'love' then yes it sounds serious.

Also, be careful that sometimes people who are far away for a while will feel strongly about everything that reminds them of home. That, unless he really is from another country (and it could just be a cultural difference).
