There are a variety of ways to do this. It will help immensely if you know the exact date (or at least month) of publication:
(1) go to a public library and ask if the newspaper is part of the collection and then ask the reference librarian to help you (it might be on microfilm)
(2) go to the newspaper's website and find the "archives" section and then search for the article - there will generally be a charge;
(3) go to the state library in your state capital (or call the reference librarian desk) and ask if they can help you;
(4) if you have access to Lexis/Nexis or Westlaw you may be able to find the article for a fee; many law school libraries have terminals where you can connect to one of these databases.
I highly recommend talking to reference librarians -- they are an incredible source of information and generally love to help people find what they are looking for!
