I'm assuming that you have a digital camera. If, after d'loading the files to the computer, you still have horizontal lines, what's probably happening is that the electronic connectors are coming loose from the imaging sensor. These are usually nowdays literally attached using an adhesive, which means they're peeling off.
Don't know if you want to dig into it, but i's an easy fix for a qualified technician. The biggest problem is in the amount of time it takes to take a camera apart and put it back together again.
