From a practical viewpoint these are two names for the same group of corporate functions. Different companies view their HR or personnel departments in somewhat different ways.

A few companies express a specific corporate culture attitude by calling the function "People Support". They do this to send a clear message to the department and the employees. That message is, "This department is here to support the people who work for the company. We don't see you as 'resources' but as people."
