There's no "why", because neither of those "doesn't"s is true. The particles of

smoke do occupy space, although they're spread out thinly when you see them.

And smoke definitely does have mass. And weight too.

By definition, smoke is not considered mass because it does not have a physical body and occupy space. Smoke is considered matter since it is made up of particles.
