You can convert an ammeter into a voltmeter by adding a series resistor.

You calibrate by considering the total resistance, meter plus resister, and by considering the current that would flow if a certain voltage were applied.

Generally, you do not use an ammeter for this application - you use a micro ammeter, because you want to maximize the equivalent impedance so as to not disturb the circuit under test.
