The path of a river naturally meanders back and forth and changes forming loops over time as the banks are worn away at fast parts on the outside of a bend and sediment is deposited at slow parts on the inside of a bend. Imagine this S is a section of river. Over time the upper part widens to the left, straightening while the lower part curves tighter until only a thin bank separates the middle of the S from the lower tip. Eventually that bank washes away and you are left with something like this b. The water now has a straight through path, it doesn't need to flow to the right at all any more so that part doesn't change. But rivers do keep changing so eventually the straight part moves away to the left leaving the stagnant half loop behind as an oxbow lake.
