It was created to cover over some less-than-picturesque commuter-rail tracks on the SE corner of Michigan and Randoph Streets and to create a new draw downtown for both local citizens and tourists.
It was primarily funded through private donations (mostly large corporate ones), and operations of the park are mostly funded through parking fees in parking levels located beneath the park.
