All atoms in a particular element have same electronic configuration which is a characteristic for that element. Best way to understand this is to look at the Periodic Table which shows how all the elements are arranged in particular order. All atoms of a given element will have the same number of protons. It is the number of protons that give an atom its elemental identity. Its atomic number is taken from the proton count.

In the neutral atom, the number of electrons will equal the number of protons, but atoms can borrow or loan electrons and become ions. Additionally, the number of neutrons an atom of a given element can have can vary. We call these different variations in structure isotopes of that element. The only common thread in the atomic structure of an element is the number of protons in its nucleus. All the atoms of a given element will have the same number of protons. Always.
