Pencils are two piece tubes of wood (or similar material) put around an inner core of clay and some colouring agent. In the case of most writing pencils the colouring agent is graphite for a black mark. The amount of clay controls th hardness of the pencil "lead".

Coloured pencils are constructed in the same manner except fillers with various dyes replace the graphite

and then they place the metal tube around the pen so the colour wouldent fall out.
