Police Officers are sworn to uphold the law and to fulfill the duties of their position 24/7/365. While they may be "off duty and off the clock " they are technically never relieved of this legal obligation.
Also, as all private citizens do, they are part of the fabric of their community who work, live, and pay taxes - just like everyone ese.
