How are resources allocated in England?

Well, it depends what you mean by resources. Money is collected in taxes. Some of it is given to National departments such as the NHS (National Health Service), or Department for Work and Pensions, but local councils are also allocated money and that gets used for rubbish collecting, Housing benefit (to help when you can't afford your rent)... local stuff.
Minerals belong to who ever owns the land. I think water is controlled by the government. If that's the sort of resources you meant.

This does tend to change every now and then, I think this is right, but I'm sure someone can correct me if I'm wrong.
