Like all time zones, based on degrees east or west of Greenwich UK. SO, for Eastern Standard Time (EST) which is NSW, QLD, VIC, ACT and TAS it is on the 150 degree East line of longitude (roughly) so all of these states are GMT +10 hours. (Ideally 15 degrees equals one hour, but state and national boundaries rarely are so neat!)

CT (Central Time) is NT and SA, and is 30 mins behind EST (GMT +9.5 hours) and WT (for WA) is GMT +8.

Daylight saving makes things complicated (as always!) NT and QLD don not go onto daylight saving time at all (too far north to make much difference) and Tasmania, being so far south, goes onto daylight saving time earlier than anyone else.

Also Broken Hill, although it is in New South Wales, operates on Central time, as it is much close by road to Adelaide, (the capital of SA) than Sydney. Something to do with transport and delivery times from Adelaide, where all of it's stuff come from.

Time zones are determined by the line of longitude that runs down that specific country. Each line of longitude has a 15 degree difference and every 15 degree is 1 hour different. For example South Africa's line of longitude is 30 degrees,therefore it's 2 hours difference from the 0 degree line of longitude also known as the greenwich meridian. The countries to the west are positive and are ahead of time and the countries to the east of the greenwich meridian have a negative time zone meaning they are behind in time.

There are also geopolitical factors that influence timezones, such as Saudi Arabia being on sun time, Tennessee USA having three time zones, and Indiana USA geographically being central time zone but politically being eastern time zone.
