1. Originally the right to vote was only permitted to 1) property owners or 2) those that were educated. So the government only wanted voters to be people that had "a piece of the pie" So people, like women or African Americans, were not allowed to vote because they didn't own anything and were uneducated. Also women and blacks had different views and ideas which made the government want to not give them the right o vote because of how it would affect the country; people do not like change. First the laws were changed to let black Americans vote.

Then later the laws were changed to let women vote.

Later the laws were changed to get rid of poll taxes (discriminated against the poor) and literacy tests (discriminated against the poor and blacks).

Most recently the voting age for federal elections was standardized at 18, so in some places that may have given younger people the chance to vote.
