if im honest i have been in this situation before but with a male best friend, and i just came clean. if you kept it in and waited to see if she likes you back she may get a boyfriend behind your back and you would be devistated, its worth saying how you feel.

You can always try asking her out, if the date goes well and your relationship goes steady, then shes ur gf. There are numerous ways to get her to be ur gf and you should pick one depending on ur relationship so far, what her personality is, etc.

First- decide where you are going to ask her out. you may want to choose a spot where she isn't surrounded by her friends (less pressure) like her locker.

when you finally decide you are going to ask her out do a little check: is there food in my teeth? do i smell? is my hair sticking up in a funny way?

Then- take a deep breathe. walk up (casually please. i can't tell you how many times I've had guys RUN up to me and then basically yell "you wanna go out?" in my face. it kind of scares the girl. running and yelling are a NO-NO.)
