There are three different sizes to American Eskimo dogs- toy, miniature and standard. Toy ones are 9 - 12 inches, miniature ones are 12 - 15 and standard ones are 15- 19 inches.
My American eskimo does howl but not offten, only when she sees a squirell or different animal. But that's just mine. Mine is weird she usually sucks on blankets instead of barking.
