First they make the emulsion, which contains the silver halides that capture the image. They mix silver halides, Gelatin and various dyes and "other chemicals" to produce an emulsion that will capture images in the way the film designer wants it to.

If they are making color film, they make three emulsions: one that captures red light, one green and one blue.

Next, they get a roll of transparent plastic film of the proper thickness and width for the film they are making. If they're making 35mm film they won't start with a roll 35mm wide; it will be several feet wide, but some multiple of 35mm to avoid waste. On this the emulsion is poured, rolled thin (it's called calendering) and dried. For color film they have to coat it at least three times, one for each color. (It's possible to make films with more than one emulsion for each color--one will have large grains to capture dim light and one will have fine grains for sharp detail.)

When it's dry they put it in cold storage for a while, because film has to be aged to get it to work right.

After it's aged, they slit the film to the proper width.

If they're making a film with edge perforations, they will do them at this time.
