Select Type tool from toolbox on the left side of screen (press letter T or Shift + T) then click and when blinking insertion point appears start typing, that's for point text where you must manually press Enter to switch to new line. To add paragraph text select type tool then click and drag to draw rectangle. Blinking insertion point will appear inside rectangle and you can type text which will aromatically switch to new line when reach end of text box.
You can't. The text is a physical part of the image when you scan it: you can only edit original text added to an image by Photoshop.
However, you CAN, if the background isn't too bad, erase the original text, fill in the erased area with similar background,and then add an original text replacement in its place. Before working, always duplicate the Background Layer prior to beginning.
The other method if you're not working with a solid color background is to clone the area adjacent to the text with the Clone Stamp tool and try and fill in the text in the image with the cloned information. Depending on the background though, it may be difficult.
You can also use the marquee tool to select the text and then copy/paste in similar background into the space and merge it with the other layers. Again, it all depends on the background you're working with, i.e., solid color or mixed/variable backgrounds.
If you're using Photoshop CS6, you can also use the Content Aware Move tool to literally select the text and move it off the canvas, and replace it with background. To do that, all you need to do is make the canvas area large enough to hold the object to be moved so it has a place to go that's not on the image itself. Afterward, you just crop it down and get rid of it.
As a final option, you can try and use one of the Marquee tools to crop image that won't show the text, and then add new text in another area.

double click on it on layers pallete where are letters Background image and accept,this will convert background layer which is not editable by default to normal layer and then you can edit it
