You will need a business license from the city you're in, and will need to check out zoning regulations, etc. Once you're licensed, you'll need insurance and professional connections for referrals. The building will have to be checked by the fire department, and perhaps the board of health.
We would find someone who is already running a sober house and get some pointers.
