Better observation of the parents prebirth and post birth. Better observation of how they interact with each other before the baby arrives. A clear understanding of the metal ability of both parents to cope with stress and daily challenges the couple face before the baby arrives will provide a good indicator of how they will face child rearing challenges down the road.

Financial needs and relationship issues can lead to stress being taken out in a physical form against a baby by one or both parents. Mental maturity and the ability to clearly say they can't cope with a situation should be front and center priorities for parents at risk, as well as support for those who don't quite have it together.

Ultimately if they can make a child they should be mentally and financially equipped to handle the stresses and successes of child rearing. When a clear a present danger exists there should be access to an alternate release for the stress and this is where the parents need to work as a team for the sake of the child. With counselling and guidance from family this issue should be a non issue, everyone chips in to raise a happy and healthy baby.
