It really depends on what type of public place you mean. If you just mean "out in public," then yes, it is public and not a private residence. However, if you mean public as in government owned area that people can go to freely and which is patrolled by police, etc, then no. It is a private establishment and the owner gets to set the hours when it is open, etc.
A privately owned bar or restaurant isn't considered public property. The correct term is 'public accommodation'. Private property can be considered a public accommodation for purposes of enforcing laws that affect public health, safety and civil rights if the property is open to, accepts or solicits the patronage of the general public. Some examples of laws that govern private property are the Americans With Disabilities Act, the Civil Rights Act, health codes, fire codes and smoke bans. Public accommodations, for purposes of the law, include amusement parks, hotels, restaurants, night clubs, bars, retail stores, salons, malls, banks, buses, zoos, stadiums, gyms, museums, professional offices, day care centers, stadiums, theaters, etc. Private clubs or religious organizations that rent out space to another entity that runs a business open to the public can be considered public accommodations.
