Depending on the grade and amount of credits some high schools offer mentorship programs that allow a student to attend part of the day and work the rest of the school day. Financial help from state and local human services such as child care assistance, WIC, food stamps, and Medicaid should be available. Going to school full time and working is exhausting for a mother. My best advice is to get a G.E.D. and work full time. Then a person can apply for grants and/or financial aid to attend college which will be beneficial in the future to support the family. I would assume that Maryland has child care assistance programs that will pay for day care while the mother is in school and/or work. There are usually apartments or houses that can be rented based on income. Whatever the solution it is possible and there are support groups available.

If the teenager is added to the parents' insurance, then consent is automatic as it is the parents who make the arrangement. As to whether a teenager can buy his or her own policy without parental consent, that may vary from company to company and state to state. Is is best to check with an independent insurance agent who is authorized to speak for several different companies, and will know any applicable state regulations.
An unemancipated 17-year-old, even a pregnant one, is subject to the control and authority of their parents. So, the answer to your question is no.
If they're under 18, then no. Minors can't enter into contracts, so they need the parent to sign the policy.
Recently, in late March 2008, the Senate passed a bill saying that you must be seventeen to drop out of high school legally in Maryland, as opposed to the original sixteen years of age you could have been before March.

The law is commonly mis-interpreted due to law enforcements unwillingness to deal with the increasing number of 17 year old youth. In Texas a minor child can leave home only after age 18 has been reached without parental consent.
