any girl can produce milk with out being pregnant, but its dependent on your genes to determine how fast the milk will show. The real key here is how much stimulus your breasts receive.
you would need stimulus that takes on a "suckling" motion for your body to think there is a baby needing to feed. for most women it will take awhile -three weeks or more usually---(so if there really is a baby needing food, you may need supplement on the side until your supply comes in) and for others it may take only a couple of days to two weeks.
even so, you would still need to put more effort in to increase your supply, as when your supply comes in there will only be a small amount. that's okay because even someone who did start lactating due to pregnancy will start off with a small amount of milk.
so make sure that you at least have 8 or more (for at 2-5 minutes each) "feedings" per day, and that should tell your body you want to start lactating. also try to keep them spaced out and around the same time of day, that makes it easier for your body to know when to produce the most milk.
on that note: if you've adopted and want to feed baby, and you've finally started to produce some milk, make sure you feed baby when baby is hungry other wise your body wont produce milk when baby is hungry and wind up feeding baby too little or none at all.
