You can't access the Filing Cabinet unless you have the Blueprint showing where the secret room is. Use Nate's combination to open his locker, and get the blueprint from the pile of papers. Now you can access the room below the filing cabinet.

You should then feel a metal piece, so push the metal up, and this should release the locks.
