The mosquito larva lives under water until it leaves the water to become a flying adult. It breaths by sticking its rear above the water surface. An oil film covering the water surface means the larva can't reach the air and will suffocate.

Adding a detergent will destroy the water tension, and the larva will sink and drown.

Both methods are better that the spraying of DDT, that is now banned, but both have an detrimental effect on the environment.
