Using msconfig
This kind of depends on if you already have the ability to select Operating Systems or not. Assuming that you've got both installed on dual boot and also assuming that you've got the operating systems installed on your primary hard drive on the primary partition: Boot into Windows XP and run "msconfig" In that utility you have a tab for "boot.ini" the default= line should have: default=multi(0)disk(0)rdisk(0)partition(1)\Windows\
Where it says windows you should have the folder that windows 98 is installed in. under that you should have an entry like this: [operating systems] default=multi(0)disk(0)rdisk(0)partition(1)\WindowsXP\
This time where it says windowsxp should be the directory where windows xp resides. make sure there's a line in there for: timeout=30
Where 30 is you would have how many seconds before the default operating system boots, so 30 seconds would be how long you have to choose which operating system you want to boot.
windows 98 also has msconfig, but i'm not sure if it has the options to change boot.ini due to I can't recall
