To become one, a person has to be a Sith Warrior class and then choosing their advanced class at level 10 which can be done on the Imperial Fleet. You can then choose Sith Marauder from there.
To become a Sith Assassin, a person has to create a Sith Inquisitor class and then work up to level 10 and choose their advanced class at the Imperial Fleet.
When you go to select your class on a free account you are only allowed to do 2 story lines. You must be a subscriber to do more than 2 storylines.
There really isn't an OP/Overpowered class on SWTOR. They all have flaws and differences. Like saying is a Jedi Knight better then a Consular, it all depends on how you play and how you decide to take your character to their advanced classes.

The most notable change in galactic gov't was the change from the Republic to the Empire. After the Galactic Empire it then changed to the New Republic and finally the Galactic Alliance.

Star Wars: Knights of the Old Republic was made before Star Wars: The Old Republic.
That is down to personal preference. The game is balanced so that there is no best class in terms of game play mechanics so the best class for you to play is the one you find most fun.
