U need to find the DRIVER for C language that will connect to Oracle or Access Database and then access that driver through C program.

You will probably need to create a Data Source (under Adminstration tools) that will use the driver associated with it eg and ODBC Driver would most likely be used to connect to an MS Access Databases.
