Try using a strong thin wire inside the hole below the egr and try cleaning the obstructed hole. Your problem is the intake port inside the throttle body. Remove the air intake so you can see into the throttle body and clean out the air intake port to the EGR valve. I replaced everything and finally figured out that the intake was clogged up. Your EGR valve isn't receiving sufficient amount of air, and that isn't anything wrong with the valve itself.
