make sure there is a lot of florescent orange on their costumes that way cars will see them, check their candy, and walk with them

Without being cruel, by not letting them go!

Make sure they travel in a group (what worked for me is one parent with the kids, one at home). Each child should have a light--I liked the glow sticks--to make sure they are visible. If you have a neighborhood where you know most of the people, it will be especially pleasant.
