The best way is to go in person to your local police station. If the crime perpetrated against you is of certain types, they can help you get help in dealing with the crime. If you cannot go in person, call the nearest police station and tell them you wish to file a report.

Although police reports (the initial report anyway) is a public record the police cannot be expected to dig through their files based on an 'idle' inquiry. They CAN tell you if a report has been filed if you can give them specific-enough information to identify the incident (i.e.: date/time/location/offense/complainant).

You can't, Police reports are confidential. especially in ongoing cases still under investigation. the police are not allowed to release any information on who filed or why.
