Saloon owners were apparently required to obtain licenses in the late 1890s/early 1900s and Illinois Regional Archives Depository (IRAD) at Northeastern Illinois University (NEIU) has some of the records, although, if I remember correctly, there are gaps in the coverage even though the date spans are large.

Chicago is mostly banking, finance and technology today but in the 1800s and first half of the 1900s they were the meat packers for the world. After the cattle drives to Kansas, the cattle were put in cattle cars and taken by rail to Chicago. Armor Meats is still there.
