Saloon owners were apparently required to obtain licenses in the late 1890s/early 1900s and Illinois Regional Archives Depository (IRAD) at Northeastern Illinois University (NEIU) has some of the records, although, if I remember correctly, there are gaps in the coverage even though the date spans are large.

SALOON LICENSE REFERENCE BOOKS (CHICAGO)1907 to 1919

You might also be able to obtain information about saloons and their owners by using the Chicago City directories--the general listings of individuals and the business listings. They are available through the Family History Library system or at numerous libraries and research facilities around the Chicago area.
