The coop pricing is directly proportional to amount of business you are already doing with them. If you already have negotiated with the store's buyer to sell your products through their outlets the store's buyer can get calculate or pass on part of their advertising cost to you in exchange for selling your products. In short, if they do coop advertising they will tell you to give them x dollars at x sales levels.
