If you were married in Germany then you can file for divorce in Germany and papers will be served to your husband State side. If you were married in the United States then you are going to have to see a lawyer and you may get your husband on desertion, etc. There is also a "Statute of Limitations" that will apply in Germany as to how long you and your husband have been apart. If married in the United States, then you will have to check on the "Statute of Limitations" in the State that he is living in.
