i would dress super and try to get guys to notice me --- I wouldn't take the above advice too seriously; I would start by just making sure you are happy with yourself and give it some time. Not everyone will make friends straight away but you will get introduced into new circles soon enough. If you want guys to notice you, be friendly, approachable and sincere (not slutty). So many girls make the mistake of thinking guys will only like you if you're slutty. Don't be afraid to introduce yourself to people and say hello; most freshman guys are pretty insecure so won't know how to introduce themselves to you either!
