No as the handymen are not qualified BUT today many companies call their non skilled / non licensed / no trainable employees a "tech" and to beat journeymen licensing they sen…d out these non skilled people into peoples homes having no clue to codes or reasoning. Many franchise companies say "we are sending ut a tech" beware

In some parts of the country yes. Most places no. In Los Angeles as long as the work is under $500 a "handyman" can do it. Countertop companies often install the sinks during …a remodel and a plumber will do all the connections. I am not sure why anyone would risk installing a sink or any major plumbing fixture and not use a plumber. The nightmares i have seen and had to fix from handymen boggle my mind.
No - but if you intend on connecting that sink drain to your house, especially where there wasn't a sink drain before you started, probably. The magic word here is "trap". An…ytime a trap is involved, a permit is involved. Permits involved inspections. Inspectors hate do-it-your-selfers. Add that a new drain trap generally requires a vent. A vent goes from the trap to to air above the house. This allows noxious gases from the sewer to go somewhere besides inside your home. Unused bathtub smelling bad? Add a few cups of water to fill the trap. Add a few spoonfuls of vegetable oil to keep trapped water from evaporating as quickly. Or a cup, enough to fill the trap (more a winterizing trick).
