pump will usally make noise while full of fluid rack will stick when cold or low rpm and work fine at times if its sometimes the problem look at rack.if fluid is dirty or real dark go to rack
THE POWER STEERING PUMP IS LOW ON FLUID OR HAS GONE BAD ALLTOGETHER. This happened to my 2002 intrigue,and it was caused by failure of the rack and pinion steering, parts were obtained from NAPA PARTS,and replaced by dealer.

If Your steering has gotten difficult it is likely that you need to add power steering fluid. If that is not it then your power steering pump might be going out.
The power steering pump provides the pressure for the steering and brakes. Check the p.s. fluid.
Check the power steering gear box-it has probably gone bad
The power steering pump is driven electrically so you could check that the fuse hasn't blown.
You are probably low on power steering fluid. Otherwise, it is worse, and your steering pump has gone out or is going to give out.
Power steering is GONE or you just need to work it in :)
A lot of the time if your pump goes, then your steering box is also gone. If it works then it works..

If the fluid level is fine, but the power steering isn't working, it's possible the pump has gone out. Another possibility is that the power steering belt is broken or slipping. It may need to be replaced or adjusted.
