I think this is next to impossible. Your only bet would be from Russia, and still you would be most likely to find a non-indigenous Russian street-child or what have you, and I must say it would be much more noble to adopt such a child.
The Norwegian, Swedish and Finnish Sami population are better off than most, and those few that are not, are cared for. In Russia, a country which doesn't offer anywhere near the welfare of the Nordic countries, the Sami have to live in a way that is more true to the original Sapmi lifestyle, and because of this I think it would be sad to remove a child from its culture.
