I think the key to a Lady GaGa costume would be the following:
- A thick blond blunt cut wig with blunt cut bangs
- Brightly colored clothing preferably vinyl, perhaps a dress or skirt and vest along with tights or leggings. I would check out a stores or websites like Wet Seal, Torrid, Planet Funk and the Jr. departments of larger retail stores.
- Fun chunky heels
I think you could make a very creative, inexpensive Lady GaGa costume using the above as a resource. You may already have quite a few of these items at home. Have fun!

If you want something a little less risque, heres my advice ( im actually making this for Halloween myself :-D)
Supplies:- sparkly camisole or strapless dress (i got mine at riversedgedancewear.com)
- hoola hoop or a big circular wire
- tons of semi circle wires( different sizes)
- lady gaga wig and hair bow (celebwigs.com)
- pink lipstick
- eye sparkles
- fake sparkly eyelashes
- a sewing machine
1: find a sparkly silver camisole or strapless dress that goes a couple inches below the knee.
2: Get either a circular wire or a hoola hoop for a skirt base. Sew the skirt base onto the bottom of the dress at an angle so the dress goes up in the front.
3: Next, take a bunch of semi- circle wires and sew the ends into the sides of the dress: so that it looks like a bunch of rings circling around you.
4: take one semi circle wire and sew it over the shoulder.
5: add a lady gaga wig and a famous lady gaga hair bow (found on CelebWigs.com)
6: add bright pink lipstick, tons of sparkles and fake eylashes
