I'm making one as we speak. Take some EL wire (Electroluminescent wire, you'll prob need 30 - 50 ft per garment) and wrap it around some white Karate clothes (I got mine in San Francisco China Town but look online for something appropriate) but not a Gi, just a white button up martial arts outfit. Super glue it down, hook up the EL wire to a portable battery source (usually run on ~12V, this is usually done by hooking up 8 1.5V alkaline batteries in series) and enjoy. A nice cone-shaped patty farmer hat doesn't hurt either. Good luck
