Go to your local hardware store and ask for kilz paint this is a sealent and will allow the new paint to be applied without the wood showing through if you are concerned about grooves i know this sounds wierd but use bondo in the grooves then sand then paint with kilz and then your favorite paint
Answera good primer sealer is also just as affective and probably less expencive than kilz ,,personally what I've done is a good latex flat thick in body roll it on covers real good one brand in which I'm talking about is Benjamin moores paint used to be called "vol -pro"real thick in body covers well this product will sometimes cover ram gyproc on one coat expecially if it's an of white color.NO. -You can not paint over motor oil. First pressure wash it or something to remove it from the area you are going to paint.
You can just paint over the top as long as the existing surface is clean and lightly sanded to aid in the adhesion of the next coat.
Probably the primer surface was contaminated before the topcoat was put on. Another option is that the paint was applied in hot weather, over a surface that was not cool enough to paint over. Still another option is that it was applied with a foam roller using too much pressure. That could have introduced air into the surface. The fix is to sand the surface smooth, clean, then reapply the paint according to the manufacturer's instructions.
You can't. Prime over it with a good primer.
Yes, you can difinitely paint wall paneling. I would suggest a paint that is not flat so that if you want to clean it then it will be much easier. I had a brown paneling that was painted white some years back. You will have no problem.
You don't remove it. You have to paint over it.
You will get better results if you aim your effort at removing the paneling and preparing the wall board or plaster behind it. Paneling, even if you fill the grooves, will have waves. If I were going to leave the paneling on because it was applied with adhesive that created excessive damage to the wall behind it, I would put 1/4" drywall panels over it and tape and spackle.
can you just wallpaper over paneling and not do any thing else if it has small groves

You can try paint remover or paint the desk color over it.
VERY difficult. -It's easier to paint over it with special grout paint.
Scrub it with warm water and a sponge sander block.

Dont remove it, paint over it with gold-colored paint.
Get a new dry wall or paint over it. The stain stainsthe wall, so you can pretty much only paint over it.
