Groups 1a-8a of the Periodic Table have predictable and similar properties. This is because each of the elements in the same group have the same amount of electrons to gain or lose in their outer shells. Take Li, Na, K etc (alkali metals for instance, group 1). These are all metals that oxidise when air hits them. When placed in water they react violently.

How can the periodic table be used to predict the properties of an element that has not been discovered?

It can't. the properties of an element determine it's group placement, without knowledge of these properties (or, indeed, the element itself) it would be impossible to place an element in it's proper place on the periodic table.
