Yes, you can, but you have to comply with the rules for running raffles in your state, county and city. Most require you to have a license. And you should consult with an attorney, for such contingencies as not selling enough tickets to cover the cost of the mortgage, etc.
Also... in most states, it is illegal for a homeowner to raffle their home. Homeowners must connect with a Non-Profit Organization to carry out the raffle. Check out USAHomeRaffle.com, its a site with great information on home raffles and how you can connect with NPO's.
