Unfortunately, you cannot remove it - you can just keep it at bay with the sprays etc. If you want to remove it, you have to remove ALL plants that are affected then start over. It is important to make sure the environment you put the new plants in is clean and has been treated for the fungi. It's also important to keep the growing environment unfavorable for the disease - this means relative humidity at 50-60% or lower, and temperatures warmer than 75-80 degrees F.

Powdery mildew can be identified by the whites spots that cover a plant, making it seem as if it is covered in a substance like flour. The severity of this condition can vary depending on weather conditions, general plant health and the variety of plant.

What is the powder on a petunia?

It sounds like your petunias have a fungal infection called powdery mildew. It is spread by pathogens on the wind but rarely leads to death. The best thing to is to remove the infected parts and water the plants all over to wash of the spores. The only preventative care is to maintain a healthy plant that can resist infection. But before you take action, I suggest you do some research into powdery mildew on petunias to double check what it is.
