I have seen entire pools damaged by crushed glass and glass bead blasting. That's why I don't recomend using it when options exist.
I have done a lot of tile cleanings and they do not come off easy. Chemicals are a waste of money. I have heard of Pressure washing as an alternative (only works with light build-up)and i don't mean to down any person whom has used a sander but it can harm the tile. Yes the sanding may work but you might end up causing yourself a large expense in the long run. but the best way is to blast it with Glass Bead.

When you rub a mineral on a tile it is called streaking a mineral. The line that is left is called the streak, and the tile itself is called a streaking plate.
You are not doing a complete job when you service your pool or check the chemicals. You need a tile scrub brush assy. or the equivalent. You need to be cleaning the tile line at least weekly to prevent the scum and calcium buildup. You probably will not be able to remove the scale buildup at this point unless you concentrate on about a two foot area of tile daily until you've completed the entire tile line. k

Use a 50%/50% mixture of white vinegar and water. This works!
First try white vinegar and water. If that doesn't work, go to a commercial cleaning supplier. There are products used in public restrooms that remove urine odor from tile. Once you remove the smell, seal the tile grout well. This should keep it from holding an odor.
It is best to remove the wall tiles. You need a flat service and a lot of times old tile will not be perfectly flat. If you remove the tiles you will have a good base to tile on. If you don't want to remove the tiles you may be able to add a backer board on top of the old tile and then tile on that.
