Nothing,there is no procedure for an individual to file fraudulent use charges, unless they pertain to one's personal finances. If the credit cards indeed belong to the individual,they are not committing a crime by stating they have no intention of paying. The card issuers can, however, pursue criminal charges once the debt(s) have been defaulted upon if the circumstances warrant.
