If by "home screen", you mean lock screen, you can do so in Settings > Wallpaper. I am not familiar with iOS 1 or 2, but I wouldn't imagine there is a different place in Settings if you are running either of those versions.
Also note you cannot change your wallpaper for the "home" screen where your apps are located, this feature is restricted to iOS devices such as the iPhone 4 and newer, the iPod Touch (4th generation) and newer, and all iPads.
You go to the settings app and click on wallpaper and then it takes you to the next thing where it shows you what your lock screen and your home screen looks like. Click on it and it will bring it so you can pick one of there wallpapers or a picture in one of your albums. If you want a picture in whatever album, click on that album, tap on a picture and a little box will appear that says

Then you click on one of those and it will say saving photo which means it is saving that photo to that/those screens.

you go into the setting tab press wallpaper and then click on the picture of the home screen and choose a photo. you can also go into the inbuilt pictures app and then click a picture, then click the box with the arrow coming out if it and set it as a wallpaper
